registration (e.g. by insisting that future
registration by foreign Consulates should be
based on the production of a denationalisation
permit from the Ministry for the Interior).
If a complete and satisfactory procedure
can be drawn up and mutually observed it
would facilitate the settlement of the out-
standing cases.
I have to request therefore that he-
gotiations on this matter may be pressed
forward."
I have to observe that numerous civil and criminal
cases have occurred in the Mixed Court in which
questions of nationality have given rise to disputes,
with the result that those cases have suffered great
delay, and therefore the suggestion of the Shanghai
Provisional Court, that negotiations should be set on
foot with a view to arriving at a general and satis-
factory settlement of questions involving dual nation-
ality with a view both to dealing with persons already
registered and restricting future applicants for regis-
tration, presents obvious advantages. In addition
therefore to communicating with other members of
the Consular Body I have the honour to bring this
matter to your attention and to request that you will
examine it and favour me with a reply.
